Why Hernando County carts break the way they do
Heat is the battery killer. NOAA’s 1991 to 2020 climate normals for the Brooksville Chin Hill station put the July average high at 90.6°F and August at 90.4°F, and count 88.8 days a year at 90°F or above. Nearly three months of 90-degree days. Inside a flooded lead-acid battery, heat evaporates water out of the electrolyte faster, and once the level drops below the top of the plates, the exposed lead sulfates and permanently loses capacity. Heat also raises self-discharge, so a cart that sits two weeks in a closed garage in August comes back lower than it left. A pack rated for five or six years of northern golf-course duty often taps out at three or four here. Watering on a schedule from May through September is the cheapest thing you can do for a $1,200 pack.
The wet season never lets anything dry. Those same normals put annual precipitation at 51.94 inches, with 30.24 inches of it, about 58 percent, falling June through September. Garages stay damp for a third of the year. Terminals, cable lugs, and charge-port contacts oxidize, corroded connections add resistance, resistance mimics a dying battery pack, and owners end up shopping for $1,200 in batteries when the real fix is a $100 cable-and-terminal service. Part of every diagnostic is a voltage-drop check along the main cables.
Salt matters on the western edge, not in Spring Hill proper. Spring Hill sits inland on the Brooksville Ridge, which the USDA soil survey maps from about US 19 east to US 301. Salt air is a Hernando Beach problem, where homes sit on dredged canals open to the Gulf, and a coastal Weeki Wachee one. Carts there get terminals coated and hardware checked more often. Carts in Timber Pines or off Mariner Boulevard get the heat-and-humidity treatment instead. We do not sell salt-air service to inland carts.
The ground is sand. The 1977 USDA soil survey maps the Spring Hill area, along and east of US 19, in the Candler-Tavares-Paola association: excessively drained sand throughout, rolling sandhills with sinks, and the Candler-Urban land complex near Spring Hill is 45 to 65 percent Candler fine sand. Fine sand rides in on tires, packs into brake drums, and works into bearings. A cart that lives on sandy community paths needs its brakes looked at every year, not every three.
Storm season changes the job. Hurricane Idalia in August 2023 put 3 to 5 feet of surge along the county’s coast and left 115 Hernando County structures with major damage. Helene in September 2024 was worse: a USGS sensor on Pine Island measured 8.84 feet above mean higher high water, and at least 500 county homes suffered major damage, mostly from surge along the immediate coast. Ahead of forecast weather we prioritize charger and battery calls, because a fully charged cart matters most when the power goes out. Afterward we see the other side: saltwater in battery compartments on the coast, and inland, chargers that took a surge when the power came back.
Golf cart or LSV: the 20 mph line
Florida Statute 320.01 defines a golf cart as a vehicle built for a golf course that is “not capable of exceeding speeds of 20 miles per hour,” and a low-speed vehicle as a four-wheeled vehicle whose top speed is “greater than 20 miles per hour but not greater than 25 miles per hour.” That number decides your rulebook.
A golf cart under F.S. 316.212 may be driven only on county roads or municipal streets that the county or city has designated for carts, sunrise to sunset unless the local government allows night driving and the cart has headlights, brake lights, turn signals, and a windshield. It must carry efficient brakes, reliable steering, safe tires, a rearview mirror, and red reflectors front and rear. A driver under 18 needs a learner’s permit or licence; a driver 18 or older must carry government-issued photo ID.
Spring Hill is unincorporated, so its streets would have to be designated by Hernando County, and the only county designation we could find is the one the commissioners approved on March 25, 2025: Shoal Line Boulevard in Hernando Beach between Bluefish Drive and Calienta Street, lowered to 30 mph, with daytime cart operation on that stretch and the residential streets west of it. Everywhere else in the county, a sub-20-mph cart stays on private community roads, where the association sets the rules. Timber Pines issues a cart permit decal and sets a minimum driver age of 16; High Point in Brooksville requires association registration with proof of insurance, a numbered sticker, daytime only, and no carts beyond the gatehouse.
A low-speed vehicle under F.S. 316.2122 is a titled, registered, insured motor vehicle allowed on any street posted 35 mph or less, with headlamps, stop lamps, turn signals, taillamps, reflectors, parking brake, mirrors, windshield, seat belts, and a VIN required. Plenty of ICON and Evolution carts sold here are LSVs from the factory. On those, brake and lighting work is required equipment, and we treat it that way. Where the carts live
Timber Pines is the center of gravity: 55-plus since 1982, 57 villages, four Ron Garl courses, three staffed gates. It gets its own page. Elsewhere in Spring Hill, Wellington at Seven Hills runs about 1,100 homes with 24-hour security, and the older Deltona-era grid between US 19 and the Suncoast Parkway holds thousands of carts in garages that were built for cars.
Brooksville, the county seat, has the golf communities: High Point (55-plus, 1974, 18 holes), Brookridge (55-plus, gated, par 72), and Silverthorn (gated, Joe Lee course). Weeki Wachee means GlenLakes and The Heather on the county’s western side. Hernando Beach is the canal community on the Gulf and the county’s only public cart zone. Ridge Manor is the eastern end of the route, out where SR 50 meets US 301. Hudson is across the county line in Pasco, and we cover it because the carts do not know where the line is.
